【摘要】:1.1BackgroundAnISO/IEC11179metadataregistry(MDR)isatoolforthemanagementofshareabledata;acomprehensive,authoritativesourceofreferenceinformationaboutdata.Itsupportsthestandardizationandharmonizationprocessesbyrecordinganddisseminatingdescriptionsofdata,whichfacilitatesdatasharingamongorganizationsandusers.Itprovideslinkstodocumentsthatrefertospecificdataelements,valuedomains,andclassificationschemesandtoinformationsystemswherethoseobjectsareused.Whenusedinconjunctionwithadatabase,theregistryenablesuserstounderstandanyinformationobtainedfromthedatabasebetter.Aregistrydoesnotcontaindataitself.Itcontainsthemetadatathatisnecessarytoclearlydescribe,inventory,analyse,andclassifydata.Itprovidesanunderstandingofthemeaning,representation,andidentificationofunitsofdata.ThisInternationalStandardidentifiestheinformationelementsthatneedtobeavailablefordeterminingthemeaningofdatatobesharedbetweensystems.1.2PurposeThepurposeofthisTechnicalReportistodescribeasetofproceduresfortheconsistentregistrationofvaluedomainsandtheirattributesinaregistry.ThisTechnicalReportisnotadataentrymanual,butauser’sguideforconceptualizingavaluedomainanditscomponentsforthepurposeofconsistentlyestablishinggoodqualitymetadata.Anorganizationmayadaptand/oraddtotheseproceduresasnecessary.1.3LimitsofthisTechnicalReportThescopeofthisTechnicalReportislimitedtovaluedomains,conceptualdomains,andtheirassociatedattributesandrelationships.ExamplesareusedthroughouttheTRtoillustratetheconceptsdescribed.1.4Registrationapproach—valuedomainsanddataelementsThereisachoicewhenregisteringvaluedomainsinanMDR.SomeRegistrationAuthoritiestreatthesesetsasvaluedomains,andotherstreatthemasdataelements.ForthepurposesofthisTechnicalReport,thechoicewillalwaysbetotreatthesetsasvaluedomainsunlessexplicitlystated.Thischoiceismadetohelpillustratethewaytoregistermanydifferentkindsofvaluedomains.
