【摘要】:Oncetheextentandtypeofshorelineoilinghasbeendefinedanddocumentedusingproperprocedures(seeGuidesF1686andF1687),decisionswillneedtobemadeontheappropriatecourseofactionforcleaningandrestoration.Insomecases,naturalrecoverywillbethepreferredapproachwhereasinothercasesactiveinterventionmaybecalledfor.Thisguidesummarizestheprincipalresponsetechniquesavailable.Thisguideisintendedtominimizepossibleaddedimpacttotheenvironmentthatcouldresultfromoverly-aggressivecleanup.Insomecases,localprioritiesmaydictatethatintensiveclean-upmethodsmaybewarranted.Inallcases,concurrencetousesuchtechniquesshouldbeobtainedfromallthemajorstakeholdersandmustcomplywithalllocalregulations.1.1Thisguidedescribesmethodsofcleaningandremediatingshorelinescontainingstrandedoil.Theprimarygoalofanyshorelinecountermeasureistoaidrecoverywhileminimizingadditionalimpact.1.2Thisguidedescribes21differentcountermeasuresthatareavailableforconsideration.Thesecountermeasuresrangefromnaturalrecoverytoactiveintervention.1.3Thecountermeasureslistedmaynotbethebestforuseunderallpossiblecircumstances,andmultiplecountermeasuresmayneedtobeusedonthesameshoreline.1.4Thisguidedescribestechnicalconsiderationsforselectingonetechniqueoranother,orboth.Additionalguides,presentlyunderdevelopment,willaddressconsiderationsrelatedtohabitatandoilcharacteristics.1.5Selectionofspecificcountermeasuresforuseduringaspillresponsewillbeguidedbythepropertiesofthestrandedoil,thedegreeofcontamination,shorelineaccessibility,shorelinegeomorphology,mobilityofavailableequipment,oceanographicandmeteorologicalconditions,andthepresenceofsensitivenaturalandarcheologicalresources.Someoftheresponseoptionswillrequiregovernmentauthorizationandapproval.1.6Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
